This is a tough call.
North of them, I do consider Georgians to be semi-European, since they've got a lot of culture and tradition which resembles ours, and they do have a common ethnological background.
Azerbaijan, to the East, is heavily Muslim and lacking the cultural connection, as is Iran and Turkey.
But, they are Christian and have been Christian for 1700 years, and have the cultural connection, so I'll stay along the label of Semi-European.
If they want to 'join the club', so to speak, it's going to take time and an attitude like the Ukraine, who is substantially interested and excited to do it.
