We must distunguish between the US policy today and US policy in past decades.
For me this text seems plausible, at thet time USA pursued no particular pro-Israel policy, just look at the Suez-war in 1956, France, GB and Israel were fighting against Egypt and it was US (and USSR) intervening to stop them. The change came in the late sixties/early seventies, after France, the most important ally to Israel at that time changed it's policy, announced a weapons embargo against Israel and sided with the Arab lands, delivering weapon technology to them.
