Yes, it's being used as a weapon not only against Europeans...but I would submit by powerful elements of the Jewish elites against the bulk of their own people to keep them in line thru terror.
This does not excuse any wrongs the Jewish people might have done, no people being perfect, but perhaps helps to explain them.
