This is hardly surprising if you remember the chapters of the Black African immigrants jumping the fences of Ceuta and Melilla from Morocco almost two years ago.
The Spanish Government deployed army personnel to reinforce the patrols of the Guardia Civil policemen in the double fence.. without weapons!!! And obviously under pressure not to use force against the invading immigrants.
That was a clear message of weakness.
