The very term is invention of the communist "historiographers". The bulgarian "fascism" is fake. Most closely to fascist form of rule was the Stambolyiski regime. Late Saddam's rule was fascist: authoritarian system, one party lead by one strong person. Nothing of a kind was the bulgarian sutuation you refer to. It was rather some pseudo-fascism, looks like fasci but is totaly other in its core.
