He titled himself as King of Croatia and Dalmatia, that is a blatant fact. However this was a clear usurpation because of the reasons you mentioned. The same thing with Serbian crown.

The thing is when he crowned himself as 'King of Bosnia' it meant basically nothing, no one would refer to him as King, he was a Catholic so he would have to recieve the crown from the Pope when creating a new kingdom. For that reason, when he saw a chance, he took a small part of Serbian kingdom which was falling apart and titled himself as 'King of Serbia', this however was not legal. He tried further when taking over large parts of Croatia and Dalmatia, this was still not legal.

Kotromanić's or rather Tvrtković's (and Bosnia) were recognized by the Pope as Kings only in 1450s, some time just before the fall of Bosnia.
